Download and open the 'Xbox Accessories' tool from Windows Store.
Click update.
Edit: Solution does not work for everyone, try reinserting the USB cable or batteries while a VR game has already been loaded. Rift owners should avoid upgrading to Windows 10 Anniversary until this issue has been resolved.
